William T. Owens
William "Bill" Owens is a native of Troy, Alabama and a 1981 graduate of Troy University.
He is the youngest of six children, all of which are Troy University graduates. After
leaving Troy, Mr. Owens joined the Birmingham office of Ernst and Whinney. While
at E&W, he completed the Certified Public Accountant and Certified Information Systems
Auditor exams. He also became specialized in healthcare accounting and auditing,
as well as third party reimbursement consulting. In March, 1986, Mr. Owens was hired
by one of his clients, HealthSouth Corporation, as Controller. During the next seventeen
years, he served HealthSouth as Controller, Chief Financial Officer, Chief Operating
Officer and Chief Executive Officer. He was a member of the Board of Directors of
HealthSouth, Board of Trustees of Troy University, and a director for several private
Mr. Owens is probably best known as being the “architect” of the reported $2.7 billion accounting fraud at HealthSouth. He voluntarily turned himself in to the Justice Department in March, 2003. Mr. Owens served 43 months in federal prison for his involvement in the accounting fraud at HealthSouth.
Today, Mr. Owens works as a consultant for several small healthcare companies. He also spends his time speaking to various groups about his experiences at HealthSouth. He hopes to help find new ways to prevent and uncover accounting fraud and help others to make better decisions than the decisions he made.
